Has anyone in California had any luck getting a speeding ticket dismissed using Trial by Written Declaration?

I'm planning on disputing a speeding ticket that I recently received and I've heard from a few people that filing a TBD increases the odds that the court will dismiss the ticket. Has anyone had any personal experience with this that they'd like to share?
