Tattoo design question?

I want a tattoo on the inside of my forearm. Its the design im having an issue with. I thought of a design, and aparently its pretty original because i cant find anyone else who has thought of this and drawn it out online. Im not a good artist so i cant make it myself. Its the comedy/tragedy masks, but with the twist of both masks, happy and sad, having the Guy Fawkes mask look to it. (The mustache, chin patch, eyebrows, etc. ) Would i be able to take my idea to a tattoo artist and have them sketch it out for me or will need to have this done already?
