Does beta cells work as both receptors and effectors?

Is it correct that when the concentration of glucose increases in the blood it is detected by beta cells of pancreas and they release insulin to reduce the concentration of glucose to normal.Also i want to know about type two diabetes when insulin is being produced but receptor are not working properly.Will someone tell me Kindly, which receptors are not working properly.I will be much grateful,thank you
